Parliament Speaker Lauds MP Aboul Enein, Calls Him “A Great Addition”

The Egyptian Parliament Speaker Dr. Ali Abdel-Aal has lauded the great performance of prominent businessman MP Mohamed Abou El Enein, saying that he is keen to attend all sessions since he won his parliamentary seat.

During Wednesday’s plenary session, Abdel-Aal added that Abou El Enein has very long experience in many fields, noting that his comments are always valuable.

He stated that he is considered a great addition to the Egyptian Parliament.

Parliament and amendments to some laws

Notably, the parliament approved a draft law about amending some provisions of the law regulating the exercise of political rights, the House of Representatives law, and the National Election Authority law.

This came during today’s session after considering a report from the House’s constitutional and legislative affairs committee on a bill submitted by MP Abdel Hady el Qasabi, along with over one-tenth of the total number of lawmakers.

Due to the approach of the coming legislative elections, it was necessary to make amendments to the House of Representatives law, the law regulating the exercise of political rights as well as the National Election Authority law; in order to ensure their compatibility with the constitutional amendments approved in April 2019.

The draft law aims to continue the positive discrimination of women at the House of Representatives formation, as well as to press ahead with the principle of adequate representation of all workers, farmers, youths, Copts, Egyptian expats and people with disabilities at the parliament.

The bill stipulates that the House of Representatives shall be composed of 568 members elected through secret ballot.

According to the bill, women shall be entitled to get no less than 25 percent of the parliament seats, and the president of the republic can appoint no more than 5 percent of the total lower house seats in accordance with the regulations stipulated by the law.

The draft law included that 50 percent of parliament members shall be elected via the closed list system and the other 50 percent through the individual system; 284 members for each system. Parties and independents have the right to run in each of them.

Under the bill, the Arab Republic of Egypt shall be divided into a number of constituencies (electoral districts) for the individual list system, and four others for the closed list system.
