  • Firm rejection of the law permitting the execution of Palestinian prisoners and a call for the international community to take action.

  • The Euro-Mediterranean Parliament must play a more influential role in addressing regional and international crises.
  • Parliamentary diplomacy is an effective tool for bridging differences and promoting security and stability.
  • A call for new visions and practical mechanisms to confront the growing challenges facing the Middle East and the world.
  • A popular public celebration was held in the Italian city of Santo Stefano in recognition of MP Mohamed Abou El-Enein’s international efforts.

MP Mohamed Abou El-Enein, President of the Parliamentary Assembly of the Union for the Mediterranean, stressed that the Middle East is passing through an extremely sensitive period that requires serious international action and new approaches to address the crises and conflicts affecting the region and the wider world. He emphasized that national and regional parliaments are now called upon to play a greater role in supporting peace and stability efforts and preventing the further escalation of crises.

These remarks were made during his participation in the meetings of the Political, Security and Defence Committee of the Euro-Mediterranean Parliamentary Assembly, held in Palermo, Italy, with the participation of representatives from member states. During the meetings, Abou El-Enein presented his vision regarding a number of key regional and international issues, foremost among them the Palestinian cause, the situation in Libya, and the ongoing tensions across the Middle East.

Abou El-Enein affirmed that the Palestinian issue remains at the heart of the region’s crisis and that achieving a just and comprehensive peace will not be possible without addressing the root causes of the conflict, ending the occupation, and establishing an independent Palestinian state on the borders of June 4, 1967, with East Jerusalem as its capital.

He pointed out that the Sharm El-Sheikh Conference, hosted by Egypt under the leadership of President Abdel Fattah El-Sisi, established important foundations for peace and for moving toward reconstruction, development, and alleviating the suffering of the Palestinian people. However, he noted that only limited progress has been made in implementing this vision amid continuing tensions and delays in fulfilling key commitments related to the proposed agreements.

Abou El-Enein also expressed his strong rejection of legislation targeting the Palestinian people, stressing that any laws allowing the execution of Palestinian prisoners constitute a blatant violation of international humanitarian law and the humanitarian values upon which the international system is founded. He called on the international community to assume its responsibilities in confronting such practices.

Regarding the situation in Libya, Abou El-Enein stressed that the brotherly State of Libya has suffered for many years from the consequences of conflicts, divisions, and foreign interventions, which have complicated the political and security landscape and prolonged the crisis.

He emphasized that Libya has been subjected to proxy wars and conflicts that extend beyond its national borders, noting that continued foreign interference only serves to deepen the crisis and prolong the suffering of the Libyan people. He stressed that the time has come for Libyans to determine their own future free from external pressures and interventions.

Abou El-Enein explained that the real solution to the Libyan crisis must be Libyan-Libyan through an inclusive national dialogue that preserves the unity of the state and its institutions, safeguards its sovereignty, and fulfills the aspirations of the Libyan people for security, stability, and development. He stressed that Libya’s security and stability are an integral part of the security and stability of the Mediterranean region and the Arab world as a whole.

He also addressed the rapidly evolving developments in the Gulf region and across the Middle East, stressing that the continuation of wars and conflicts threatens regional and international security and has a direct impact on the global economy, trade routes, energy markets, and supply chains.

Abou El-Enein called for the Euro-Mediterranean Parliament to assume a stronger and more influential role in international affairs and to become an active platform for generating ideas and initiatives capable of contributing to conflict resolution and preventing the outbreak of new crises. He stressed that the world is in urgent need of new visions and more effective mechanisms for dealing with current challenges.

He stated that parliamentarians bear a major responsibility during this critical period and that parliamentary meetings should go beyond the exchange of views and traditional positions, producing instead practical proposals and actionable solutions that reflect the aspirations of peoples and contribute to peace and stability.

He further emphasized that parliamentary diplomacy has become one of the most important tools for communication among peoples and nations and represents the first line of defense against international tensions and crises. He called for making greater use of parliamentary diplomacy in support of security, stability, and development.

On the sidelines of the meetings, MP Mohamed Abou El-Enein was honored by the Italian city of Santo Stefano, which organized a large public celebration in recognition of his international efforts and his prominent role in promoting dialogue among peoples, strengthening cooperation among Mediterranean countries, and advancing the values of peace, stability, and mutual understanding.
