MP Mohamed Abou El-Enein took the constitutional oath during the first session of the House of Representatives, held at the new Parliament headquarters in the New Administrative Capital.
The session opened with the swearing-in of the 596 elected members of the House of Representatives, marking the commencement of their legislative and oversight duties and their assumption of national responsibilities in representing the Egyptian people, in accordance with the provisions of the Constitution and the House’s Rules of Procedure.
The oath-taking began with MP Abla El-Hawari, the eldest member of the House, followed by MP Samia El-Hadidi, aged 25, and MP Saja Hindi, also aged 25. This procedure was carried out pursuant to Presidential Decree No. 17 of 2026, calling the House of Representatives to convene and inaugurating its first ordinary session.
Members took the constitutional oath as stipulated in the Constitution, which reads:
“I swear by Almighty God to sincerely uphold the republican system, to respect the Constitution and the law, to fully safeguard the interests of the people, and to preserve the independence of the nation and the unity and integrity of its territory.”
Following the completion of the oath-taking, the House proceeded with the election of the Speaker of Parliament. The voting process was conducted in accordance with constitutional and procedural regulations and resulted in the election of Counselor Hisham Badawi as Speaker of the House of Representatives for the new legislative term, after securing the majority of members’ votes.
Upon the announcement of the results, the newly elected Speaker assumed the chair and delivered a speech expressing his appreciation for the confidence placed in him by members. He affirmed his commitment to strengthening the role of the legislative institution, entrenching disciplined parliamentary practice, and cooperating with all members in a manner that serves the interests of the nation and its citizens.
The session also witnessed the election of the two Deputy Speakers of the House. The Speaker announced the election of Dr. Assem El-Gazzar as First Deputy Speaker and Dr. Mohamed El-Wahsh as Deputy Speaker, following the completion of the voting procedures, thereby completing the formation of the House’s Bureau.
In his closing remarks, the Speaker emphasized that the upcoming phase will witness serious and responsible parliamentary work that keeps pace with the demands of the current stage and supports the State’s efforts to achieve comprehensive development and maintain stability.
